New fieldset SWAPS The Union and the State have mutually acknowledged that there are occasions when exchange (swap) of employees between two agencies is of mutual benefit. Language governing swaps can be found beginning on page 93 of the Union contract, under Memorandum of Understanding VI. It is important to remember that for a swap to occur, the swap must be approved not only by the two affected employees, but their respective Agencies must also agree. If an Agency denies the proposed swap, the management decision cannot be grieved. Most importantly, if you do indeed swap to another agency, the swap is final with no opportunity for you to return to your former agency.
