During the State of the State address, Governor Jim Justice proposed changing current law to allow school employees to accrue sick leave with a value-added component. The proposal would affect employees hired after specific dates that ceased the practice of accruing days to convert to PEIA premiums or retirement service credit upon an employee's retirement.
